Are there any penalties with having a governor far away from his province? Is the province more likely to revolt?

Second question is, I notice that the farther a ship is away from its home port it will cost more to maintain. How do you keep track of a ship's home port when you have many naval units since they all look the same?

The govenor will give bonus's to the province production if it is in the province. I do not think that you get a bonus if you are not in the province.

Ship maintenance it based on the nearest friendly port. You pay a multiple for each sea sector away from one of your ports. I think it max's out at 4 multiples.

Actually, the governour can be away as long as there is a link between where he is an his province.
