Kadage Errhan Manistag- Pahlav Settled Aristocracy

Anyone have any ideas on how to build this? According to the manual, all I need is Warlord's Horse Herds (or Royal or High King), Reformed Pastoralism, and Warlord's Camp, and be in Pastoralism. I have all of those, but still can't build this darn thing. Any ideas?

Related question- Are Clan Chief's camp, Royal Courts, High King's Courts, or Camp of the High King a substitute for Warlord's Camp to build the Settled Aristocracy?

Also, does the Pahlav fix do anything to address this? My end goal is to build the Hupadikhshayih-i Pahlavanig (number 6 on the guide, or government 1 type).

The Pahlav fix only allows you to build the highest level of Pahlav MIC...

Ok, so the fix isn't related to this. Has anyone else been succesful in building this structure?

PS: I notice a lot of people looking, but no replies... must be a good question. Has anyone ever built this structure ever? If not, is there any way someone brighter than me could take a look at what you need to build it? Sorry to be so bothersome, I just love playing this game! :)

Ok, I noticed that not a single person has been able to build settled aristorcracy (at least no one said they could). Without that structure, you can't build the city thing for the Pahlav, and so can't build half of the available structures. There's some pretty cool stuff that'd be neat to build! Does anyone know what's going on with this? I tried looking at the code, but have no clue what I'm doing. Thanks so much for the help! :)
