The reason I ask is I am getting complaints from my 2 level 5 assassins, who claim they are overworked. There are 8 governors in Wessex waiting to talk to my assassins now and more are on the way.

For the last 20 or so years, I have had very bad luck (10 years straight in Flanders) with Governors getting bad vices, within 1 or 2 years at most, (short list - heavy gambler, man of deep devotion, family favourites, artistic leanings, utter sybarite, outlaw, kleptocracy, and the list goes on and on).

I was just stripping titles, but thought I would give my assassins some training, as you never know when you will need them.

I am now looking for the following vices in Governors, (they must have them all), no principles, cracked brained, unhinged loon, strange, adultery, incest and perversion, as it may not dawn on them to also become crooks.

Yes, I think the maximum valor level is 9. I've had an assassin go up to 8 before by repeatedly assassinating faction leaders. I killed off all of the French royalty once and dozens of provinces turned rebels.
