The Hitman Triple Pack is worth getting. Only £20 in the UK for three decent games.

Shadow of the Colossus, if you haven't gotten it already. Great game, now at bargain bin pricing.

Also, FinalFantasy 12 is now in the <$20 range too if you haven't yet bought it.

For a silly, mindless beatemup I'd also recommend GodHand.

Frankly, there are tons of good, cheap PS2 games.

Kingdom Hearts. The first and the second, they both should be really cheap right now.

Condemned (Xbox 360) is really cheap now, and is a great FPS horror/CSI game.

Dynasty warriors games or pretty much any games made by Koei

I'll second the Koei games suggestion. You can get Romance of the Three Kingdoms X for a song, as well as Dynasty Warriors 5 and DW5: Xtreme Legends. Stay away from DW5: Empires unless it's just a rental. For the 360, there's not much choice, but Warriors Orochi is a good game if you want to play around with all the characters from Dynasty Warriors and Samurai Warriors together.

Well, anything used is pretty cheap.

The Ace Combat series for the PS2 (5 is probably the best, in my opinion) is lightweight and corny fun. Don't buy more than one because they're fairly repetitive.

Shadow of the Colossus is also good (and not lightweight). It's a strong argument that video games can be art.

I must get a 360 soon. Halo3 on live is sooo good. I suppose any game you have is good online.

I second Marvel: Ultimate Alliance, especially if you have the 360 version and can either get the Gold Edition or download the Hero/Villian packs.
