.. factions can be in RTW or RTW:BI ??

In MTW2 there can be 31 factions .. right??
But how many in RTW and RTW:BI??
Just 21 factions??
And when I want to add another faction in to the game I must change one of those factions that allready exist??

The number of factions is hard coded into the game. You'll need to take another faction and change all the necessary data to make a 'new' faction.

Also .. another question ..
If I delete a faction from the descr_strat.txt and descr_sm_factions.txt file I have removed them from game??
No need to remove them from another files???
