It's quite easy to get around this. Poeni Infantry are decent infantry, they can hold their own against many different Roman units. Besides, the fact is that your infantry will only have to hold the line for a small amount of time before your cavalry come in from the flanks and demoralize the enemy infantry. The fact that the AI is so infantry-based helps a lot here, too.
