Okay, scenario... rebel army holding a province, I bribe the army and they begin to lay siege to the castle (held by more rebels)... all of a sudden loyalist forces turn up in the form of the holy roman empire with far better troops than I can field... I'm obviously not gonna win so i withdraw.
End of the turn, I'm cheerfully informed that I've lost control of the province to the HRE... not a problem, but then they fleece my treasury to the tune of 1500 florins!
It seems a bit odd to me that they managed to take the cash 'cos I wasn't im full control of the province.
