character_record as you see determines what family members are present at the start of the game (including childs). Relative section is who married with whom, and what children they have.

Be careful with age though - game doesnt like unrealistic values...
That is how to edit before game...if you meant mid-game or during a campaign you can't. Characters are generated randomly based on the events that happen during a turn. For example, if you have few family members and a large empire you may see a growth in child-births and adoptions. Also, traits like Fertile and ancillarys like physician effect the chance of having children.
