Only certain settlement can be upgrade to large city and huge city ? i got a msg
that my settlement has expand but still no access to the city upgrade.

It may be that you have not constructed some prerequisite buildings such as the forum. Check your building browser.

The core buildings have no requisite like that. If you have installed MAA's City Mod then that does restrict the provinces where settlements can reach the city level and higher.

Are you a steppe faction? I think they can only get to city level on the step but to large city if you have a 'settled city'. If this is the case (or you are using the CityMod) then the message will appear if your faction can upgrade to the next level at all, even if their is a restriction in your area, hardcoding.
