According to the recruitment viewer, you can recruit Elephantes Hulaioi Liboukoi in:

(South of Egypt)
Diamat
Erythraia
Kush

(Numidian area)
Byzacena
Mashiliem
Mauretania
Mauretania Massaesili
Mauretania Tingitana

These are the PROVINCE names, not the city names.

You need a level 5 regional MIC to get them, so only a level 4 government will do.

I greatly recommend it; after you know how it works it can prove really useful

It's not just 'really useful', it's practically godlike. Gone are the days when I would invade and conquer settlements just to build MICs and see what could be trained there. o.O

Well that's the reason i don't use the viewer too much....
It's more fun this way.... Not knowing what you gonna get

Not much fun when you build up to a level 5 MIC and get nothing though
