Make sure you have saved the file in the right format (notepad tends to save it in the wrong format when simply hitting "save").

Konny, as I want to do some trait modding myself, could you please enlighten me on how to save it in the correct format in notepad? Great idea though, turning off command penalties for Lover of Beauty.
