No "descr_win_conditions.txt" file?

I conquered my 50th region and I want to continue but it won't let me... Victory movie plays, and then there's a check mark you click on to end the game and it returns you to the main menu! I tried to edit the " descr_win_conditions.txt" but I can't find it? Any help?

It usually lies in the same folder as descr_strat, which is data/world/maps/campaign/name_of_your_campaign/ .
