How easy is it to add a new faction?

I only ask this because i'm a gumby when it comes to modding, i've tried but i simply don't have the skills to do it.

All i want to do is put a new faction in my game "Australia" and place it on one of the islands on the map. So i asked how easy would it be for one of you modding gurus to do that?

For us "modding gurus" it's not too hard, but for a novice it's not too shabby a task. There should be a tutorial about it somewhere on the TWC
