Meh, if it was up to me I'd get more men, round them up and, well, would have to think about bthat for a bit, it's between two years of prison effective immediately and sending them back to wherever their roots are, obviously they don't like it in Britain anyway. And I'd skip any process right away, pick the guy up and send him to the next plane to Palestine or so, help him to actively work for his ideals.
