1. No, you simply need to put a new a new general in one of the cities in the province and then hopefully he´ll become governor in that province. Keep in mind though that generals with 8 ancillaries cannot gain any more, and thus cannot become governors.

Keep in mind that Ipsos, Aquiliae and Gergovia belong to two provinces.
