How to "upgrade" lvl5 MIC for new reform units?

The FAQ says this:

Q: I just got reforms but I didn't get new units.
A: You have to upgrade your MIC in order to get new units.

In one city (one of the original ones in Italy) I had built a lvl5 factional MIC before the Polybian reforms. Therefore I cannot upgrade and am stuck with Camillan units there. I experimented a little and already destroyed it and the Lvl1 government building and built everything anew. No change. How do I get my Polybians in that city?

that's strange... In my campaign with roma i had already a level 5 mic in rome, but i was able to build another one IIRC...
Are you sure you didn't get a new MIC building?

You can upgrade the L5 Camilian MIC to the L5 Polybian MIC.
