Big problem with adding more factions?

Does anyone know what you do with the stratpage_02.tga image when you add more than the vanilla number of factions?

I'm asking because it has "slots" for 19 faction icons, but no more. When you add more factions to the game, the new ones just start sharing icons that are already used. This makes the diplomacy page an utter mess, with lots of faction icons reduplicated (though the names of the other factions show up correctly when you move the cursor over them).

Has anyone else run into this issue? What is the solution?
