    Neither. It's propaganda.

    Cemex' Venezuelan sales saw a 17 % growth last year while its exports fell by half, all this to cater to the domestic building boom. They didn't sabotage Chavez' building plans as he claims.

    Ever since his referendum on further reforms flopped late last year and his popularity started going south because of growing shortages, crime and bureaucracy, Chavez has been trying to distract public opinion by blaming outside forces. And it's not working. I still believe, and certainly hope, that Venezuelans realize that there is life beyond Hugo and that one-man rule, even if backed by a majority and constant referenda, is no short-cut to prosperity.
