Can we play as the rebels for this?

That's a thought. Though I've never played as rebels on RTW before-- I did try on BI though. Managed to wipe out the Berbers and sack Carthage before I got decimated by expanding empires. =( It was fun though-- seeing the Berber family member turn rebel because I conquered their last city was hilarious. He became a pretty good general too.

So they have to take only Rome .. they lose couple of settlements ofcourse but there only challenge is to take Rome ..

Which will be easy since you start with Segesta and Segestica, the closest rebel cities to Rome.

Both of these settlements are always taken early on though (Julii and Brutii), so its not quite as easy as you may imagine it.
The rebels are, in all honesty, a very difficult faction to play as. The AI is programmed to target rebel settlements first, and their monetary situation is in chaos having scattered low quality settlements filled with corruption. This makes it difficult to train military forces and dominate opponents.

Yes they are difficult faction to play but they have one very significant bonus compared to other factions .. non of cities they have can not rebel!!
also .. they get these brigand army's from time to time and if you manage to make them one strong stack then real factions should tremble in fear
if you manage to keep greece to yourself then you can soon launch an attack against romans and against rome itself ...
but still I think rebel shouldn't be the faction to try this blitz challenge
