hint on playing as the rebels:
Amass as many troops as possible, and have them all rendezvous at some central point.
Your actual territories suck. Abandon them completely, as you don't NEED public order.
Amass all your armies from Spain, France, and Germany around Gaul, and pick off their weaker settlements, exterminate their larger stacks by surrounding them, and take Gaul. Amass all your armies from the east and take Dacia and Thrace and Illyria. Have them all meet in the middle, wipe out the Germans, and then retake Gaul and Dacia, so your actual established territory is Gaul, Germania, and Dacia. Now, disband any irrelevant troops and begin as the Pan-Germanian Rebel faction. Try to build some good quality troops and spread into Italy and Spain. Britania will always be a bother, because their mainland has some very decent troops and yours will never be as good as theirs.
Leave any temples standing, as they will grant you possibly recruitment or armour, trade bonuses, etc.
If you can manage to take Rome as the rebels, consider yourself a master of this strategy.
