Anyway the Julii can survive without settlements without BI's hording abilitie, as you can see in the prologue.
I'm not sure if they can survive if they loose their last settlement, I do know that you can not spawn or "emerge" factions in Rome (nor spawn factions in BI) ..
The easiest thing would be to run Rome under BI (if you dont have it, I've seen it for sale for ~€5,-) and make the .. er .. Gauls (:p) hording and emergend ...
In Rome you could try to make the .. er .. Gauls (....) start somewhere in the corner with a few stacks lead by generals wich all have some sort of immobility trait ..
(creates an effect like what you're looking for)

It doesn't realy matter as I can use the rebels but Helvetii are a swiss tribe that caesar wiped out after they moved into gaul. I think they're in EB as well.
