Nope. That is because fixes are continuously discovered for new problems. It would be a bit of a logistical nightmare to update the download of 600 MB for each fix.
You posted your validation results in the wrong thread... Anyway, you've definitely installed EB in the wrong directory. Or moved its contents to the RTW folder or something. Please start over and follow Tellos' installation guide.

What I have done now "unless this is the correct way of installing" is move the Rome Total War 1.5 Data folder into the Europa Barbarorum 1.0 Data folder and then from a backup source moved the Europa Barbarorum 1.0 Data back into the Data folder.
Before I did this these files were missing and now these files are there and thats from a fresh install of EB 1.0 after doing this, the validation tool still reports corrupt install.
My opinion is that the installation executable EB10.exe has not been compiled successfully or the validation tool hasn't.

You need to run the validation from your RTW directory.
Huh?move the Rome Total War 1.5 Data folder into the Europa Barbarorum 1.0 Data folder and then from a backup source moved the Europa Barbarorum 1.0 Data back into the Data folder. RTW Data goes into RTW data. Don't move those. EB data goes into RTW/eb/Data. Install into the correct directory (which is the RTW directory) and no moving should be necessary.
