#1 is a propoed order not mandate. Mandates regard to laws.

The Julii propose the following:

Proposed Order I:
The Senate is asked to authorize Flavius Julius and a contingent of his men to capture the settlement of Genua, which lies just north of Roman territory.
Voting will open when Flavius states how many men he wishes to assualt with.

Proposed Mandate III:
All diplomatic relations with the Gauls are to be treated as hostile, and should only be accepted if Rome is the senior partener.

I use a spreadsheet and base each decesion on the Senates favourability. I then use a random generator to generate the results, which have been "tipped" to one side or another based on the Senates beliefs at the time.
