The AI does build ships, at least it appears to have in a few of my campaigns. The number of fleets they train seems to be relatively small though, IIRC its mainly due to the costs of fleets, which are obviously a lot more expensive than in vanilla. I would imagine this would put fleets a lot further down the list of priorities, and explains why when the enemy does train fleets it tends to be Biremes or lower.
Also this is just a guess but I'm guessing the drastically reduced number of military ports in EB might have something to do with it too.
Give the factions chance to expand though and the richer empires might just produce some nice fleets (I recently had the KH coming after me with several quadtriemes, scary stuff :|).
Have you tried BI.exe? It apparently increases AI aggresiveness in terms of naval invasions (although whether or not it makes them produce more ships overall I don't know).

believe me, the AI more than makes up for the lack of naval activity. You will have real naval invasions and a real need to build an navy to protect your shores.

I don't think so. Nothing to stop you from trying though, and you can easily switch back to using the RTW.exe to finish your current campaign before switching back again if it doesn't work.Originally Posted by LumpyHL

Yeah, BI gives a good boost to naval invasions, especially in the east among the greeks and successors. To bad can't get the romani AI to attack africa for some reason, but I've had carthies come relentlessly with naval invasions. Isn't there some way to change the campaign AI to make a faction more likely to use ships? I've noticed KH goes crazy with it in my campaigns.

I'm playing my beloved Romani and the Cartho scum and I are in the middle of a naval battle of attrition that will send both of us broke. I have to produce 2 Quinremes every 4 turns (27,000 points with 10,000 upkeep) which I then sail to the Cartho capital to do battle with his Quinreme (I always lose when the odds are 1:1 - that's why I need 2 Quinremes).
We then decimate each others fleets over the next 4 turns while my 2 new Quinremes are being built (therefore I can't develop naval superiority). And I'm not going to blockade the Cartho ports because that just exploits dumb AI logic (it's not often they do it to me).
I know I should just ignore his fleet and destroy his land forces, but Rome extablished naval supremacy over the Cartho's at the end of the First Punic War (which I'm trying to do).
So, yes, the AI does build ships (and expensive, powerful ones at that).
The Carthaginians usually build decent sized fleets even in vanilla. Probably because they have so much coast line. :-\

What the hell are those things? Are those things real or they the same as those damn yubtseb elephants that were in Vanilla?
They are the biggest, most destructive (both how they hit hard with military muscle, as well as their upkeep), and best ships for hire. At least if you're a Greek, dunno about the other factions but I assume they get the same kind of toys to play with too...![]()

Well, the Getai don't seem to get anything more impressive than Liburnians and as I attempted to point out earlier, 8 units of them were all but wiped out by that one unit of Nees Magisterii like riflemen walking in line abrest vs a machine gundunno about the other factions but I assume they get the same kind of toys to play with too...![]()

No seriously use BI.exe, which I've found will work with saved games.
In my marathon Roman campaign, I had a ding dong naval war with Carthage, they kept re-invading Sardinia, but currently I've had to raise several Quinqeremes to sweep the Ptoly navy who are considerably the biggest navy around and very powerful ships.
Whilst it doesn't make naval warfare as complex and subtle as it was, it certainly stops it being an after thought, if you don't build fleets the AI can spring some nasty suprises.
