Youo lose money anyway, as even if the government was built by a faction of a different culture you can still use it as if it was your own. However, this is considered to be an exploit regardless of whether it is the same culture or not.

So is cheating, doesn't mean its better. Besides as I said, regardless of who built all government buildings (except for nomad ones) can be shared between any faction. If you are a greek faction and you conquer a celtic province with a celtic government you can still use it just like your own. However using it is still considered an exploit.
