I'd have to go with Kluddargos. Protect them from cavalry charges and they can mow down damn near anything.
British 2 handed swordsmen. A champion unit, so they get an eagle too. I need to play a Casse campaign again for these guys....

Is he hurt? Everybody asks that. Nobody ever says, 'What a mess! I hope the doctor is not emotionally harmed by having to deal with it.'
Best? There's no 'best' unit in game. If you are expecting lots of men in tins; go with the nasty AP-weapon guys (incidentally: the Milnaht are very effective against those too - big shield, great javelineers, very skilled, very lethal, high morale); but if you are expecting to fight levies with javelins they're not so great. Then I'd take the Hypaspistai, Peltastai Makedonikoi and Thorakitai Agematos Basilikou any day. Or elite Phalangitai.
For cost effective you'll be looking at the guys from Iberia, Caetrati/Caetratannan; and from the Belgae, Milnaht and Spearmen; from the Greeks it'll be their phalanxes and hoplites; from the nomadic units it'll be their HA.
