How is it that Fatlington gets bigger and bigger every year despite the highest murder rate in the country? Are Fatlingtons part rabbit or something?

It shows up that you've edited your post if you edit I think a minute after you post. I was going to wait till the game started but I am curious...what is the year this takes place in? I think Capo 3 was the 50's, is this going into the 60's?
