Patch3 is still in beta.
Download is as easy as official ones.
"In your steam game library, right click Total War: Rome II. Then choose Properties and select the BETAS tab. Finally select “patch3beta” from the drop down list."

I read somewhere that CA has said the campaign has no official end date (like the previous titles) and that players can play as long as they want.
Correct the campaign has no finish date but all events stop after 300 turns
I dont know if the ai would win if you left it be and turtled but it will kick your backside. Over at the .com site I made several posts about the passive ai. I did extensive testing to prove fhe ai is not passive it just doesnt take risks.
Basically I did 4 play throughs as rome on legendary. In the first 3 I did nothing trained no troops and built no buildings. After 15 turns I declared war on everyone I had contact with and in each play through I was swarmed.
In the last play through I built 1 army did the same thing and staved off defeat by roaming the army around scaring off the ai from attacking every time I moved to defend a settlement the ai backed off.

Thos "uber" tribes go down the same route as Carthage once they gain territory. The issue seems to be that the AI cannot handle the current army limit system. As soon as the AI grows, it, in effect, overextends by concentrating the limited number of armies where the main action is. This allows one-region minors march their 3 stacks right into the heartlands of the soon-to-be-dead AI empires.
