The tile you searched is searched thoroughly for any "location-based" weapons on the first shot. If it is searched it is searched. After that, you're just generating random stuff, which could happen anywhere. And you'd have a chance of finding "Location-based" stuff at new locations, as opposed to no chance at all in an already searched zone.
What searching thoroughly does is searches 9 tiles instead of the 1 tile you look at when you search on the move (search quickly)
Mathematically it could make sense to move somewhere in stealth/assassin/defense/cooperation mode, and then on the following round do a thorough search, then move again, then search, rinse repeat. However you will move across the map half as quickly, and time is also a factor in the game. How much time do you wish to expend at a certain location? Everything is a trade off. More tiles searched means less distance covered, obviously. More distance covered means more locations on the map have been reached. So we have location-based items and we also have randomly scattered rare item drop locations, to make both plans have costs and benefits. I tried to put a lot of thought into this game...
As an aside, unrelated, and directed at everyone in the game:
Keep in mind the game is based on dice rolls. Sometimes people get lucky or unlucky. Do not think that your stats mean you automatically pwn everyone, and do not think that having bad stats means you automatically lose. If you encounter someone and it looks like you could destroy them immediately and they beat you over the head with a manhole cover for example, it might fall under the category of "stuff happens", not "OMG he must be SOOOO powerful to beat me with a manhole cover!"
Maybe if he were hunting you down and destroying several people with that manhole cover, could you conclude that. Otherwise you're leaping to conclusions.
