I don't know about the incomplete side of RTR, as I've nevr played.

EB though is mostly complete (from what I know)

I am pretty sure EB has aor. Don't know, if you have any other questions you can ask them at the EB forums here:

    EB Forums

:Or keep asking here, though the people at the EB forums can answer your harder questions.

Yep, it certainly does. However the EB AoR (Area of Recruitment) is much more complex than that of R:TR. I don't understand it especially well, so I cannot really describe it too you in fear of going wrong, so, perhaps these two threads (The FAQ and the 0.8 Military Explanation) could aid in the understanding of how it works.

As much as I'm a fan of the classic EB and RTR, why not try something else like that SPQR mod or Roma Surrectum (lol, rectum).

does EB have area of recruitment like rome total realism
There is no AOR in EB. AOR means that many units shares the same recruitment area (from my understanding).
In EB we have system that lets every unit and every faction in every unit if neccessary have totaly unique AOR.
So basically in EB we have like 700 to 1000 (only estimate but 700 easily) unique AOR witch makes this term totaly useless.
