Have you been recruiting a lot of generals in a short period? That's supposed to reduce the generals' quality.
I think when you promote someone from captain/brigadier to admiral/general.
That the age clock is ticking on the captain/brigadier for as long as he isn't promoted it isn't determined randomly, after all I get death messages for my Brigadiers and Captains too. The only way to be certain you are getting a fresh commander is by recruiting either a flagship or a generals bodyguard from a high enough barracks/shipyard.
Note that Admirals' name too , could be the C/A were really eager to give you a historical commander

I am playing the Dutch and my campaign is now in the year 1765. I still have the rake I started with. The poor but trustfully guy is now 95. He just spent some time in Sweden to do some reconnaissance. It can be rather cold out there.
