Default M:TW 2 going to be Dual Core friendly?

Is M:TW 2 going to be designed with dual core in mind, or is it going to continue to make use of a single processor?

No. MTW2 is based on the RTW engine.
I can't think of a single big popular game which utilizes both cores fully.

yes as stated, it's the RTW engine which diden't support dual and to make it you would have to rip the whole core of the engine so you could aswell create a new one.

Windows Vista will be the first OS to "properly" support multiple cores anyway (for the mass market), so wait for DX 10 titles before expecting any dual core benefit. Though Quake 4 already has some optimizations for multiple cores, i've read somewhere... the performance gain is of the order of a few percent (%) though.

Is there any way to set the affinity to one processor without having to ALT+TAB out and doing it manually? I remember there was something that you could do with the shortcut that would set the priority of the game to High automatically, so I assume there might be something similar for affinity.
