I would think paint shop pro and the like
can do the job.I'm not sure what you would like
to do.

I know the CA guys used PSP or PS (photoshop and paint shop pro) for deatils, but it really looks like they've used some map making package to start with. If you look at the mountains, trees and hills, its almost like they've used such a program, but know exactly what THEY used would be very good.
