How would you mod in a new Faction? Syracusae Perhaps?

By replacing another one.
And then of course giving it the right culture, starting cities, AOR, governments, buildings, units, starting character, names, etc...
Welcome to the .Org, Dionysius I ~:wave: . I am afraid what you are asking for is rather difficult. First of all, the R:TW engine is limited to 20 factions plus the independents, so you'll have to replace an existing faction. That means editing a lot of different files; not something that can be explained easily.

Oh, I have played around with modding RTW before and was unaware of the 20 faction limit, thanks for the info, just out of curiosity does this apply to Medieval II Total war as well?

Medieval 2 total war has a 30 faction limit iirc. Definetly around 30 :)

Pretty sure they are. The EB team does not include unplayable factions, and they stated they will include either nine or ten new factions (if the former, the remaining faction slot will be used for scripting purposes, whatever that may be).
