Violence, illegal activity, drug running, gun running, intimidation ...etc. all fail as defining characteristics.
You could as easily be talking about religious groups, banks, multinational/transnational corporations or even some governments and their agents.

Per capita is good but it might be better understood if the way a city scales impacts things like patents and crimes. As a city grows those times grow too at a non linear pace. So if you double a city size you more then double crime.
USA has a lot of large cities so this in someway adds to the increase in both patents and crime. Also different cities/states have their own character. Main point is that you cannot just compare on a per capita basis when you are dealing with a logarithmic algorithm.
