The USA should continue to deploy as it deems necessary to fight the WOT.
The United States should, and I believe will, continue to fight the WOT using all deployment it deems necessary.

I think that the public support from the people in the country in question is needed and fits with the definition of US for democracy. Also the international support is crucial for creditability for use of US forces.
