So the governor i want to stay clean, i have to get him 1 step out of town and then back in, to stay away from those. even if it prevents me from gaining bureucrat line, but still changes to good trader... and maybe taxman too? (not sure how it triggered)

Basically it means:
- keep no governor in a city that has a merchant's quarter or a coaching house (I don't think the others exist...),
- spend your money down to less than 50k florins each turn.
