Max n, means, AFAIK, max n-experience.
These troops can't be recruited by any faction but the Eleutheroi and are only there to encourage the Slave AI to upgrade its MICs as well as prevent the infamous rebellion CTD.

Actually it says "rebellion only 2", unless that got changed towards the end. We thought perhaps that would explain things. Not for everyone, apparently.

You're right, it's "rebellion only N".
And I just checked the recruiting screen.
Even though you have the local MIC, you can't recruit that unit.

However, when you buy a settlement from another faction in the diplomacy screen, you DO get quite a few to help defend the settlement until you recruit real troops there.
This is a great innovation imho. Much better than vanilla.

I'm sorry, I thought you were saying it was a bug that they were not recruitable. And also I'm sorry for getting smart-assy, it's been a recurring topic.
