Level 5 regional barracks, which requires a type IV government to be able to build it. Thus if you never use type IV governments, you won't be able to recruit them.
I'm using them to partner with my FMs in my Pergamon game right now, along with as governors so that my family don't have to carry all the burden. Got two settlements (Pergamon and Byzantion) which can recruit them, I think Nikaia isn't long off being able to as well. For added irony, I actually prefer my regional troops to my factional ones in my current game, not least because the core of my fighting line - Classical Hoplites - are regional.
The Greek one has the Lonchophoroi Hippeis unit as his bodyguard, who are quite useful. Better than my FM's bodyguard at any rate, and more of them. The Italic one has Campanian equites as his, they're not bad.

Better armour and better melee skill than my hetairoi. More of them, too with a general unit.

They're not Lonchophoroi Hippeis. And technically your FM bodyguards aren't hetairoi, though I forget which of the two is better. From 1.0, I can say that greek FM > recruitable greek general > lonchophoroi/prodromoi/etc. Maybe that's changed, but I'd be surprised if so. The unit size is the main advantage the recruitable guys have, in my experience.

Hmm, well they use the same skin (as the Lonchophoroi), but their stats are definitely better than my FMs; I was a little surprised when I checked the two and noticed that.

I usually train a mercenary general to act as "2nd-in-Command" in my regional armies. For an example, in my pontic campaign I have a FM of Galatian ethnicitiy as 1st in Command of my galatian army, with a celtic general as second in command.
I have used hellenistic, germanic, nomadic and celtic mercenary generals

Yeah Mollosian Agema have -5 armor and makes up for that with some extra stamina.
Isn't their charge still higher?
But yeah Mercenary generals are good(except the Nomad one...

Just had two of my FMs get stuck in melee with a Lonchophoroi Hippeis unit; even though they were using their swords they still didn't come off very well.
