Permanent unrest penalty in all conquered settlements

As the Romani, ALL of the settlements that I have conquered during the campaign seem to have a permanent 15% - 40% unrest PO penalty listed on the view settlement details tab. Only my original starting settlements are free of this penalty.

Immediately after conquering a settlement, this penalty is around 50% to 60%, but decreases by 5% after each turn till it reaches a level between 15% and 40%. Then it just stays there as does not seem to go away despite any action I take in the settlement. I know this is not a result of enemy spies or FM with unrest traits. Reducing taxes or replacing foreign buildings has no effect on the unrest penalty. In Vanilla RTW, this never was a problem, the unrest penalty always decreased by 5% each turn until it went away completely except for the few settlements that were hardcoded to have a permanent unrest level.

This is my first EB campaign and I've played to 255BC. Does this unrest penalty ever go away? Is this a problem for all Romani players?

I do not need any advice in managing PO in my settlements as I am well aware of how to do this.

there is all too much unrest in EB. Thats probably the only thing I dislike about the mod. All the focus goes to build buildings and garrisons and stuff. And suddenly the governor dies, and they revolt. I hope someone could give a real good lesson on how to keep publish order high. Or that they fix it in EB2

High unrest isn't a bug its a feature.

Besides, not ALL the territories will have a penalty. Taras and Rhegion will both have theirs disappear over time I believe, as will most others. ironically, Spain is terribly easy for me to keep in control as only Oxtraca and maybe Tyde seem to have any real unrest. I believe that they have it set that way for historically hard-to-control provinces. Most, assuming you build up and remove the culture penalty, have near zero unrest. 15% and above just means it was a historically rebellious place (so i am led to believe).

The "permanent unrest" that some town have (Taras) are not intentional and just seems to happen without a cause.

Personally I don't think there is enough unrest and it should be far more common for outlying settlements to rebel, forcing players to use bigger garrisons. Look how long it actually took Rome to pacify Italy or in the Imperial period 3/4 legions to garrison Britain.

Your town was just conquered, you're a young man, you've got skills with a weapon, and most of your friends are in the same boat. Are you just gunna sit around and take it?

Depending on who conquered your town, you probably aren't even around anymore :beam:

Plus you don't have to be a male of military age to cause unrest - even women and children can cause unrest by, for example, throwing rotten vegetables and acts of petty crime.

Some seemingly permanent unrest may be caused by enemy spies. AI spies get a lot of subterfuge, just as AI generals gain stars. With such high skill they are very difficult to weed out from your cities.

This permanent unrest is not due to spies, as there is no way a spy could be in all 17 of the provinces I have conquered since the start of the campaign. There just seems to be a permanent unrest penalty of varying level to each conquered settlement.

I don't mind the penalty; it makes things more realistic since there should always be some level of unrest toward the conquering faction by the native people. However, I think its a little unrealistic that there seems to be a default 0 unrest penalty in your original starting cities. Granted it should be less than your conquered cities, but it should still exist.

Because of the starting cities get 0 unrest, I think the unrest penalty should eventually go down in all conquered settlements, so that after a generation (20yrs) or so it has reached a minimal level somewhere below 15%.

Many people in a region in fact often diddnt know they was concuered, and many diddnt even know who was their former king. Untill they was starting to get taxed. But if the conquerors behave nice and let them worship any gods they want and not tax them and stuff they should be happy. If new people dont move into their former homes and treat them bad and [rape] their wifes and so on, the public order should be low.
