Yes you can, but only if the settlement is capable of building such port. I think there's a map of cities and the highest level of port you can build there somewhere around here.

Yes, provided there is a possible upgrade. If you've already built the highest level possible in that province, you can't upgrade.
Temple bonuses are present and correct. It's however unclear what, if anything, the morale and loyalty (not to be confused with happiness) bonuses do.

If you really don't want the Greek port there and its upgraded to its max, you can always destroy it and rebuild it back as a Roman port. This is really pointless and costly though.

Do you have the culture bonus/malus in mind? for every building in your towns that is not built or upgraded by yourself, you will recieve culture penalty. (except if you upgrade the city, then all buildings are of your culture)

The culture penalty for all buildings except the governors house is really quite small.

Does anyone actually know the real numbers behind how culture penalty actually works? If so could someone break it down or if they have could someone point out where its posted?
