If you look at the territories instead of the cities, they actually have "Upper Canada" for (more or less) Upper Canada (post-1791) and "New France" for "Lower Canada" (post-1791.) What they've changed is putting Montreal - which, like Quebec City, was in Lower Canada historically - in Upper Canada. That lets them have both Montreal and Quebec as regional capitals on the map and makes Upper Canada - at this time pretty desolate - a functioning territory for France at the game's start.
It seems more like a calculated design decision than anything else. I'm just ticked that they don't have Halifax as at least a town in Acadia. No Halifax, damnit?

No, you misunderstood.
I'm not sure, but I think that the region that Montreal is the region capital of, extends downwards to the Great Lakes, and where Toronto is now. Montreal itself is at the extreme edge of the region, and I've no idea why CA did that.
The region that Quebec is the capital of, encompasses the majority of Lower Canada, but they've named it New France, leaving Upper Canada with no Lower Canada.
I'm Canadian, just not French, so don't take me as ignorant.

Ahh I see, I understand what your saying now, you were giving the "technical" explanation here yes?.
Still it is inaccurate geographically and historically, I think we agree on that.

Oh yes, totally. I'm rather confused by the whole thing as well, but I suspect it is a gameplay issue, since you would need to have Montreal and Quebec in the game, while there are no big cities in Upper Canada at that point.

Ca wanted to keep province number to a minimum so it's obvious that they need to put together several distinct region. What about the silly "central italian states" that replace 4 (four!) different states?
But CA has always done that. They never wanted to have huge maps with 200 provinces, so I can't really complain. A lot of the complains from the community is about design choices that have been around at least since Rome. :sweatdrop:

Oh I have no problem with not making all of the Provinces, but if your gonna make a city of one make at least sure that it is accurate.
Montreal is not in Upper Canada, it is in Lower Canada, and since they Put Quebec in "New France" region, they can Correct Montreal to "Lower Canada" instead of the Incorrect "Upper Canada"..that region that Montreal is on can be (should have been) called Lower Canada instead.
They made a Mistake, we are the Fans, we point it out so they can correct it, not a biggy...mistakes are human..and we are all but human..(including CA).
There is no reason to try to deny or find justifications of the mistake..a simple name change can go in the next patch.
