No, you misunderstood.

I'm not sure, but I think that the region that Montreal is the region capital of, extends downwards to the Great Lakes, and where Toronto is now. Montreal itself is at the extreme edge of the region, and I've no idea why CA did that.

The region that Quebec is the capital of, encompasses the majority of Lower Canada, but they've named it New France, leaving Upper Canada with no Lower Canada.

I'm Canadian, just not French, so don't take me as ignorant.
