As the title says, what's the reason for EB at all using the march of time reforms, instead of letting all reforms be scripted (or whatever it's called)?
Now, I dunno much about that, but it is my distinct ompression that MoT cannot be taken away.
afaik It's the only event that can change the Bodyguard units.
Marian reforms can be disabled in the campaign using descr_strat.txt.
As already pointed out they allow roster changes without additional scripting, which is useful for those units that don't have strict prerequisites, as well as being the only available bodyguard trigger.
To expand on this: scripted reforms require a building-line, of which EB has none left available. The script is also resource intensive (although adding a reform probably won't slow it down noticably). So using the script for reforms without strict prerequisites is overkill: MoT works just as well and is easier to implement.
