Depends on the intention: to tell the truth to a parent about the most ugly new born child you ever see is mercy and social peace. To lie to some body in the process of dying but terrify by death is acceptable.
Lies are made to be believed.
Sometimes we believe lies because it is easier than to accept the reality. It makes life easier.
However, is to not telling the truth a lie? To hind an element you know about something, is it a lie?
Lie (as hypocrisy) is a social necessity in order to be able to live in society.

No lies are not to make people feel powerless sometimes a lie can empower people whereas the truth may actually rob them of power.
Therefore I would say lies are for control pure and simple but the control can vary from harmful to beneficial control.
It can be so the person telling the lie can control a delicate social situation or it can be so they can actually control another person.
Was thinking about poor Neda, supposedly shot by foreign western agensts according to the beards. Who actually believes that, nobody does.
Sadly, Frags, there are most likely a few folks who do believe the official line. Remember, for a repressive regime, providing some form of "fig leaf" for their actions is a useful tool for keeping the regime's "true believer" cadre supportive and motivated. They may be only a percent or two of an entire group, but because they are "in the trenches" and adamant in their support, dissent is discouraged as others seek to avoid confrontation with these true believers. That lie was not crafted to be believed whole cloth by everyone -- only to help it's target audience stay focused.
Don't forget people have the ability sometimes to believe two totally contradictory things you know Double Think and all that craic
Research suggests that most people do not have a tolerance for major ambiguity -- at least in any prolonged situation. That was my point. The lie allows the hard core followers to explain away the ambiguity and return to their mental comfort zone. This does not have anything to do, necessarily, with the truth. Obviously, some will resolve the ambiguity the other way and support will be lost. Done long enough and broadly enough, and you have the culture of the late Soviet Union.
