yes bribing a city does not make you go to war with the other faction. Not all the city you can bride though, it have to depend on who's the governor and how loyal they are to their faction as well :)

But yes, you can bribe without war; you can even assassinate (i think, if you're not caught)

Thank you for the answers. So with the two peasants for garrison in Crete those ptomal.. do not stand a chance.
I think after owning all the again islands trade will so profitable to let me substain a second army to finish off the macenonians and to prepare for the Romans.

In RTR the Ptolemies seems to be prune on garrison their islands wit 2-4 peasants. I´ve seldom found any governors or better units so they are easily bribed. Rhodes and especially Crete can really bring thoose dinariies in that´s why I take them early when I´m in the region.

Bribing does bring about transgression. So if you get a transgression message, the Ptolemies are mad and are preparing for war against you for your actions

Never the less after 4 turns i bribed the city of Crete and an aggression tablet did not show up. So i guss that i will not have problems with the ptole.. for now.
