It seems a wrong-minded idea to me. Apes are not better soldiers than humans, and stupider humans are not better soldiers than smarter ones. Perhaps they would be easier to coerce into base industrial servitude, but I don't know-- humans have always worked pretty well for that, with the proper degree of ruthlessness.
