I can see it either been fairly moddable or barely touchable, it depends how much CA want to support modding really, they have been quite good at getting involved with the community with MTWII and the only let down is tools to tweak certain things, but overall in comparison to most games companies they've done quite well to help really.
If enough people ask for it at the pre-release stage, we can hope.
The modding ability is the key. I haven't words to describe if they will cut us from it.

We might anticipate better mod support, but I don't. While it is a distinct possibility, I wouldn't hope for it.
Anyway, if I could buy the game, I would be releasing some mod.
CA knows modding is an integral part of the Total War community. Ever since Shogun, I believe, it's been relatively important. Cutting us from that would be like jumping on a bike without a saddle: it would hurt. A lot.
I have a feeling they'll try to make this very moddable, if not the most moddable total war game yet.
CA realizes that:
A) Mods are fun, and from what I've heard, CA members play many mods
B) Mods generate revenue by encouraging people to buy the product
Total war games at this point were quite unplayable without mods. Balance etc.
half the fun of Total War was to play with mods :P
I could see an american revolution mod fitting really well into this game's mechanics - weaponry and tactics weren't that much different from the late part of this game's timescale. Only trouble is there's only gonna be 2 factions, which kind of limits replayability. I guess you could fit the mexicans in there somehow. Sort of.
The main question I suppose is will it allow us to easy make roman era mods?

The question is... will they implement religion even though it isn't actually going to be in ETW? That would help a lot of mods a lot if they did. Be hard to do a lot of timezones if they didn't.
