I think I understand how it's intended to work - the romans are supposed to maintain the same diplomatic stance.
I'd still say it's buggy because they keep following eachother's lead back and forth between war and peace for no other reason than to do as the other romans do.
Maybe if they implemented a quarantine thingy...

I know what he says. In my Phartian game the britons were at war with the romans. Every second turn they made a ceasefire with the Scipii (they had now common border). The next turn it was broken. In my current campaign (Seleucid) the greek does the same thing with Brutii.
There is definitely something wrong with the ceasefire/peacemaking routine between nonroman and roman Ai factions.
