Yes, the Roman conscripted citizen milita, led by mayors, tax accessors and the like municipal politians, often proves superior to those hard-doped Celtic wannabe gods of war: Give them a hard time on their approach with Leves and Accensi. That won't do any visible damage but will 'take away' the extra hit point. Because the naked ones are faster than their comrades (the reason is the same what makes the winners and loser in modern Olympia or Tour de Farce) they will be the first at the line of the Hastati.
If that is the middle of a three unit line, they will be showered by 960 AP Pila. Often enough I have seen them routing withput even engaging in close combat, leaving 40 or 50 dead on the place.
